Would the City Revise the Licensing Requirements? Change to General Contractor License (GC) or Certified Underground Utility Contractor(CUC)? The City could maintain that contractors should have Advanced MOT Certifications or Outsource to a Company that does.

You must have an MOT/TCC Certification at the time of bidding, unless you are a General Contractor or Certified Underground utility Contractor, which you would need to have those licenses at the time of bid submittal. You need to either upload a State of Florida General Contractor (GC) or a Certified Underground Utility Contractor, or the MOT/TCC Certification when you submit your bid. Please see Addendum 1.

Thank you for providing the information regarding the requirements of the MOT/CGC & CUC. However, we are asking if we need to have a Business License for the City of Ocala, or even Marion County at the time of bid, or if the business license can be obtained if awarded.

Thank you for the clarification. The City does not issue business licenses; however, you would need to obtain the license through Marion County. The license may be obtained after award, provided you already hold any other licenses required for the bid.

The solicitation states that bidders will endeavor to use DBE/MBE subcontractors whenever possible and references race-neutral DBE goals of 15% for non-grant-funded City projects, 10.65% for FDOT-funded projects, 12% for Ocala International Airport projects, and 10.65% for SunTran projects. A previous response indicated that a diverse or small business type of contract does not apply to this solicitation. To ensure compliance, please clarify:
Is there a DBE, MBE, SBE, WBE, or other diversity participation goal applicable to this solicitation? If so, what is the required participation goal percentage for this contract? Are bidders required to submit Good Faith Efforts (GFE) documentation and/or utilization forms with their bid or proposal if the goal is not met? If no participation goal applies, please confirm that no DBE/SBE participation or Good Faith Efforts documentation is required at the time of submission.

| Q: |
Thank you for the clarification regarding the Local Vendor Preference Ordinance. We appreciate the information provided. To ensure we fully understand all proposal requirements, we would appreciate additional clarification regarding the DBE/MBE participation language included in the solicitation. The solicitation references DBE/MBE utilization and lists race-neutral DBE goals for certain project types; however, we are unclear whether those goals apply to this specific solicitation. Could you please confirm:
Whether a DBE, MBE, SBE, WBE, or other diversity participation goal applies to this solicitation; If applicable, what the participation goal percentage is for this contract; and Whether any DBE participation forms, utilization plans, or Good Faith Efforts documentation are required to be submitted with the proposal.
If no DBE/MBE/SBE participation goal applies, please confirm that no related participation commitments or Good Faith Efforts documentation are required as part of the proposal submission. Thank you for your assistance and clarification.
